The Government of Uttar Pradesh, under its progressive rural development and animal husbandry directives, has launched a highly ambitious project: The Panchgavya Mission.
Integrated into the state's broader "One District One Innovation" (ODOI) framework, the mission aims to establish one model gaushala per district (75 in total). These model shelters will transition from simple feeding centers into self-sustaining commercial hubs producing Panchgavya medicines, organic cow dung paint, biogas, and organic fertilizers.

What is a Model Gaushala?
A Model Gaushala under this mission receives state funding, technical support, and machinery grants to set up four core units:
- Panchgavya Processing Unit: Producing products from cow's milk, curd, ghee, urine, and dung (such as organic pest control solutions like Jeevamrit, and traditional wellness products).
- Cow Dung Paint Plant: Processing cow dung into natural, odorless, anti-bacterial, and non-toxic paint.
- Biogas & Bio-CNG Unit: Converting waste into clean cooking gas and organic slurry.
- Cattle Breeding Center: Preserving pure indigenous breeds (like Gangatiri, Kenkatha, and Hariana) through artificial insemination.
Eligibility Criteria
To apply for the Model Gaushala scheme, your shelter must meet these benchmarks:
- Registration: Must be registered with the UP Gauseva Ayog and possess a valid registration number.
- Land: Possession of adequate land (typically a minimum of 5 to 10 acres, either owned or on a long-term lease).
